A Carrier in a vehicle is completely manual, they will not collect goods on their own and they will not move the vehicle on their own. If Carriers are assigned to vehicles such as Carts or Ships, you can choose what items the vehicle should be loaded. It does not force Carriers to specifically collect those goods, unfortunately. The "minimum amount" thing is warehouses means only one thing as far as I know: people will not take goods from the warehouse if the amount is below the minimum. (Although it seems they prioritize certain goods over others.) If Carriers are placed in a warehouse, they will just collect any nearby goods. Carriers will also sometimes bring produced goods to a nearby warehouse.
